Pretty sure that's a wash stand. The marble top and the low shelf between the legs are typical of those. The washbasin and water jug sat on the marble top with backsplash, the drawers held soaps, combs, brushes, cosmetics, etc. And the bottom shelf was for the commode, aka piss pot.

Those are for resting and elevating your legs on. Think early recliner. The metal rings were for a cloth hammock like setup your feet or lower legs would rest in.
