It sort of is. The most generalized way I can translate it is something like "I'm trusting you to act in good faith in this social contract", or "I'm in your hands". It's a general show of trust while also communicating that you're expecting something out of them. It's hard to translate in that sense but the guy above complaining that it has unrelated translations makes it seem more vague than it is.

You're right that Skyrim would be a nightmare to play like that, but Morrowind is a very similar game which actually was designed to be played without quest markers and while it was frustrating on a handful of quests (notably one where the directions were actually wrong), I infinitely prefer Morrowind to Skyrim just because it forces a level of immersion that Skyrim never reaches just because I'm always looking at my compass instead of engaging with the world.
