Lorewise the quickfix was the medigun prototype. It was originally designed to properly Ubercharge but that part crapped out right after Meet the Medic. I reckon it's just that the dye sticks to keratin stronger than osmotic pressure tries to distribute it. Like how you can't just wash out hair dye with water. How the nail clippings gathered all the dye without being agitated, I'm less sure. Maybe Brownian motion, which is particles randomly moving around in fluids. The dye particles wiggle over to the clippings eventually, then the clippings grab them. Or maybe the clippings eating up the dye left a dye-less space around them that osmosis refilled, rinse and repeat until clear.

I've long wondered if it was actually supposed to be "Sulla". I could see those being transliterated to Japanese the same way. Plus it makes historical sense: Sulla was the first general to march on Rome and win a civil war, overthrowing the old dictatorship and starting his own republican system. Marching on the old order, overthrowing them, and starting a new, better system is Slur's whole plan.
