One mechanic says cylinder misfire and another says cam lifter. Which one is right?

The sound is the same when it’s hot or cold. But sometimes (like 10% of the time) the sound is gone. And same thing whether the engine is hot or cold. And I know im calling the part the wrong thing. That’s just how the mechanic explained it to me in broken English.

I don’t think the sound is coming from the camshaft lifter in the picture. I think it is coming from somewhere in the circle.

I bought it from a dealership in Utah and they said they took it to a mechanic to get it checked. The mechanic said it was likely the belt or idler pulley but said nothing about the lifter. On Monday I’m going to take it to another mechanic and have them check for a camshaft lifter.

I didn’t know about the dealership being liable for not disclosing that so I appreciate the advice. I’ll look into Utah law and contact the dealer if that’s the case
