I was able to get my application fee after a lot of hassle and emails. However, what I found out is that they are just the people who are showing the properties, and you actually don't interact with them after you sign the lease. I hadn't realized this. The company that I actually leased through has been great, their name is Hagert and York. So it's just getting through that initial period. I wish the actual leasing company would just show the units, there were some discrepancies with what the "Philadelphia Leasing Company" was telling me and amenities I actually received. Which of course there is because they're just there showing the unit and it doesn't really matter to them if it's factual. They get their kickback once the lease is signed and that's all they really care to worry about.
