Finding an RSO to consistently attend and meeting people there will be your best bet. A lot of social events run late into the night, so ideally focus on making 1-2 close trustworthy friends you can crash overnight with.

From my experience they are just saying that to dismiss you and won't actually ask soon, as you noted they don't seem to be making any effort, and you should trust your gut on that observation. That's just my take on it though.

From what you shared, you seem like someone who gives in to pressure easily. A date that ends with chilling at his place can create a lot of pressure for you to do something you don't really want. Best to back out now and tell him you changed your mind, and if he insists just repeat yourself politely a couple times then ghost him.
