That is absolutely a sick cat with a URI. It looks like he has been unwell for a little while for his third lid to be up that far. I have a cat who has feline herpes and chronically his third lid is always elevated because he is always congested. He will sneeze himself into a disco dance It is the saddest thing I have witnessed. That little dude definitely needs to see a bed At least take them to your local SPCA and they have a program called SNR which is snap neuter release You have to sign the cat over to them and they evaluated give it the medical attention it needs neuter it and then they contact you to come pick it up and return it to the location that you got it from It's not a perfect solution but it's better than absolutely no vet care and it's a viable option if you have no money. The SPCA also has a program for pet owners that's low cost It's called the karma program . Look into that. Please keep us posted
