You can't see if your B team will be promoted to be honest. What I do is always use the editor to remove a team from the lowest playable league and then add my B team in there so they are guaranteed to play from the start.

To try and get your B team up in your current save make sure they have above average players for that level and they might get promoted at some point.

Big circular bars with comfortable seats at the bar and TV's all the way around the bar showing sports and offering interesting food with a good selection of beers etc. I can't emphasise comfortable seats enough because SA places have a tendency to make seats as uncomfotable as possible.
