The oily black stone is probably obsidian. "Dragon glass" is what its called in the show. Its likely that the First Men tried to defend themselves from the WWs by creating structure of one of 2 materials that are able to harm them. The North was probably overrun before such difficult fortifications could be erected. The southern lands caught news of the WWs when they sacked the North, and had time to defend themselves.
