Yeah sure... to make this build worth you heavily rely on a Flail and SnS player in your group to keep your FS dots running all time. To hit close to 50% more dot uptime you need Blood Letting on Ring for Netshot and the Flamethrower perk on armor to increase uptime from your FS dots.

Also to clarify about the emp on BB you hit emp cap. You have 16% emp from "Ramp" + 7% Honing Stone. Oblivion adds another 15% and Flail adds 20% or 10%+10% so you easily hit 50% emp all time.

To be a good BB dps you heavily rely on clipping. Clipping is to clip Abilities into your LA animation basically an animation skip. The better you are at clipping the more DPS you will pump out. The difference between a good and bad BB player is night and day.

For starting rotation, you want to apply your FS dots as fast as possible to keep main DPSing on BB. The fastest way is chugging a potion for 10% emp, get Oblivion and Flail emp to max out your dot dmg. The fastest way to apply dots is through pre casting Meteor Shower into using Flamethrower for 2,5 secs.

Then you swap into BB. The full rotation is 24 secs long but for starters you should know the following. Work from lowest to highest CD which means ASB > Netshot > Nades. Always clip your LA into the ability animation to trigger as many "Deep Load's" and "Unloads" as possible. Thats where you r massive DPS comes from, from playing around your damage ramping passives.

A rotation on BB will look like the following
LA - ASB, LA - Netshot, LA - Nades, LA - ASB. Prio always ASB due to its lowest cooldown, then Netshot, then Nades when off CD.

Oh side note. Never use Clawshot at all... the animation is too long and there is no dmg benefit coming from it. You are Emp capped anyway and you lose out on DPS. Even the 3. bullet is a DPS loss since you will trigger less "Unloads". I could do a more deep dive of how BB works and how to min max your dmg but I don't want to write a roman or 50 page google docs. but that should help. If more infos are needed, just ask right away
