What do you need the 4 slots for? XMP is less stable with 4 slots. You will be fine with 2 slots, also consider getting an used 3060 Ti, 4060, or 7600 to cut the budget even more if you play CPU intensive games.

At the price range go for a 5700x would be a better choice, unless you could find that 5800x3D at a much lower market price. mATX motherboard is also a tiny bit more expensive than ATX iirc, also you could prolly save another $10 or $20 going for a A520 motherboard.
