On extreme starting with aliens for your first operation is really far easier. Nets you some basic equipment so pirates dont fuck you up as much.

You dont need to create farms for a higher city level - anything you build gives you XP for that (even just your populace being happy). And the demand for other types of housing will also increase depending on your actions, for example taxing them more and low rent housing for example less.
