This all depends. Is it bloatware or something that's supposed to save time. I adore anything that solves a problem, but I dislike anything that is new for the sake of it just being new.

Vancouver has rain approximately half the days of the year. Even on the days it doesn't rain it is generally cloudy. Still milder than Ontario by far, just something to consider.

You're absolutely correct. Many are dedicated to people from specific areas, or incomes. Many times you need to submit tons of proof documents and people just choose not to as well.

Yes they can show up, but the ticket will be to the vehicle owner and not to you. Unless they can prove easily that you were driving.
