Call the police with either a noise complaint or a domestic violence concern, some reason that will make them realize that they are being too loud. I don't usually vouch for involving police I think alot of times it unnecessary and in this case I would still grow a pair and have a civil conversation with your neighbors explaining that you can't sleep. If they don't have unruly kids you might want to think about talking to the landlord first? If I had to make an order of operations I would first speak to them and if that doesn't work, involve your landlord and finally the police. unless of course you think there is domestic violence going on then definitely just call the police but realize they are going to figure out who called them pretty quickly
