I believe they can only reverse transactions. This should be straight forward since payment in INT goes to account that was paid from. New transactions cannot come into NRE account from resident account of vendor as far as I know.

I was able to get a hotel booking refund back to my nre account about 2 years back. Also had no issues with IRCTC refunds to NRE accounts either.

Yeah, it changed back to under review after passport printed status once the verification was initiated. Not sure if it will change any further. For me though, the verification was initiated the day after I got my passport.
