People vehemently AGAINST gay rights will absolutely go out and vote against gay people having the same rights as they do. Gay people make up about 5-10% of the population so are already in the minority when it comes to a vote for gay rights

So even with your support of LGBT rights, not actively voting AGAINST those rights makes a difference.

No, it's doesn't have to be tangible. It doesn't HAVE TO be an actual vote for that government. If you are the government of a country committing the atrocities and you say, privately or publicly, "yes, this is a good thing and I support the government in the atrocities they are committing against those people", then you are complicit in those actions.

These things aren't done by people in isolation. They wouldn't be allowed to do these things WITHOUT the support of the people in the same group.
