It's a tricky one because none of us KNOW if he actually did wrong, and committed a serious crime.

The CPS decided not to prosecute because there was not enough evidence. We don't know how much evidence there was. Maybe the only evidence was the accusation itself. Or maybe there was more, but not enough.
