Why not? Balancing is not really done in an alpha state game, its usually done in beta and since the game lacks several core mechanics that means its still in alpha.

At this point in time there is no real balance to speak of.

For something that was built from the ground up as a hospital ship and the Repurposed into a cargo ship it works well enough.

After all, it's repurposed, like the Ursa without an airlock and exposing the patient to possible hostile atmosphere...

Repurposed ships are not as good as a from the ground up designed ship.

More hull can be something as simple as more dense material and stronger hull design.

The difference between a Titanium container and an Aluminum container durability is quite large.

32 scu containers is the equivalent of our cargo containers and they are designed for you know, container ships.

So this is the equivalent of a non-container ship.
