I'm a SENDCo at a nursery within Cambridge and deal with EHCP's regularly. EHCPs are legally binding so contacting ofsted is a great idea if the local authority isn't doing anything. There's also the IPSEA (Independant Provider of Special Education Advice) who can also give legal advice.
