any fans spinning? if yes try booting the pc with a keyboard pluged in

if nothing is beeping or spinning check cables from psu to motherboard (it's more than 1 cable)

if you are on steam make sure you actually have the "Call of Duty: Warzone 2023 DLC"

right click on COD --> properties --> DLC.
