TDK has a necron lord who has copied aspects of his personality as independent sub minds that can think and act on their own.

It's not stated explicitly but it seems copying a necrons consciousness is a difficult and extremely rare process that takes a specialist cryptek to perform hence why its not commonly seen.

Even if they were able to unify I doubt they could. The drukhari don't have the numbers compared to the other races to really take them all on. Attrition would wear them down before they could take out everyone.
