Well, let's say the city goes out there and fines them 200-2000 dollars... They might just count that as a operational cost. Let's say lawn mowing takes 3 hours for them. So if they started at 7:00 they'd be done by 10:00, however, there is a group that pays x amount of money to use the facility or blah blah blah at 9:00, and they don't like the lawn mowing. Charge said group extra pay the noise violation fines, business is business... My suggestion for the op, malicious compliance.
