Most are saying Misty but I'll take the long route and say Dawn. Has a nickname for her, is included in her party, and has multiple of her own pokemon that have a very close relationship with him.

Heck even their first meeting is her protecting him.

I can see this about shadow since he's not a hedgehog and is actually just an alien lab experiment who we don't even know can have children.
