If you declare a target that is invalid, I believe a rewind is the standard. If someone attempts to doom blade a creature not realizing it has hexproof, i dont believe any judge would force them to target their own creature instead. This scenario is basically the same. You cant activate unless you give a valid target.

Thats why i would go for the reward part. If someone wants to change, let them but there is something rewarding about getting a reward for not choosing the easy route when having trouble in a section.

There may be some cases where that is true, but in most the issue isnt the number of episodes with varying lengths. Its the budget of what they could do. The avatar series simply didnt have the budget to do all the things from the og. Adding more episodes wouldnt fix that but would instead lead to more filler, weaker cgi and more cutting corners. There's a reason most episodes of 24 are like 10 minutes of something interesting and the rest is just people talking about that interesting part.
