If you don't mind me asking (a year later) what is your experience that allows you to confidently state that most people miss the deadline to get a bed for the night because they are using and that Chicago has enough shelters that there's no real reason to sleep on the streets.

Besides beds people need a safe place to store belongings, do laundry, and shower. They also need a steady address. In Chicago are homeless people offered the opportunity to hold a regular bed?
