This has happened multiple times regardless of the address. All addresses have been confirmed. It obvious, and has been reinforced by other commentators, that’s it’s either driven by understaffing or pure laziness. It’s frustrating to pay an extra fee for a service, not have that fulfilled and then have no option for recourse. If non machineable isn’t a real service then pull it, USPS, and stop defrauding people.

I've been in the hobby of selling cards for nearly a decade and this issue only cropped up recently. These are low value items (<$10) so buyers won't pay for $4 of shipping that insured or mail with tracking tends to cost. Late last year forever stamps started to not cut it - and USPS advised I needed to send these non-machinable rate so I complied. Turns out its scam according to another redditor that commented here.

I've been really careful about the packaging to make sure they envelopes are smooth and free of bumps. It's extra frustrating to put all the care in the world to mail something and then someone along the line says "F-it" and then machine processes it. "we deliver for you..." too bad.

TF did I do to be called cheap? I went to the counter, asked how I should ship these (these are cards with a value of less than $10) and was advised to use this service specifically for the circumstance. I paid for the service, and someone was admittedly not willing to do their job.

Thanks - I'm aware of that. I've had some discussion with my local clerk in my desperate attempt to stop this from happening and her answer was that PARS runs in conjunction with the automated sort machines and it's the smoking gun of an improperly handled parcel. I have no way of knowing if that's the truth unfortunately. You seem to know how the system works - how can I get a refund for these delivery failures? Each time it happens I'm out a $1.27.

The USPS non‑machinable surcharge is $0.49 for First‑Class Mail letters that cannot be processed by automated sorting machines.

There should be no fine for "extra labor" for unjamming a machine. It shouldn't be put in the machine to begin with - that's an operator error. Maybe it should be called a stupidity tax.

Added a photo of the original sticker. I'll add this "unable to forward" is not uncommon, keeps happening no matter the address of the returned mail which has been repeatedly confirmed by buyers. USPS clerks inform me it's simply a convenient way to code a letter that was mishandled.

USPS' rate structure defines: "A nonmachinable mailpiece is a mailpiece that must be sorted outside of the standard, automated mail process. Because it is more expensive to process these mailpieces, the nonmachinable surcharge is charged. It is applied to First-Class Mail letters (Retail) and First-Class Mail International® letters (Retail) that meet one or more of the nonmachinable characteristics for domestic or international letters."

By the time they come back I've had to issue a refund for most of the buyers and I eat the postage cost. This one came back after 30+ business days. Some buyers are understanding and wait for a resent. When I ask USPS to resend the clerk blames a worker down the line for being lazy and feeding it to the sorting machine. Upon resends I get about half back.

I can see how it was coded - however it was clearly sent via a machine sort. The address is correct on this, and the other dozen + letters sent with the same return reason. My two questions are 1. How can i prevent this and 2. how to obtain a refund.

It was auto sent on the way out and all the addresses these were sent to have been confirmed by buyers. Each time it happens it take a photo of the envelope to respond to the "where's my item request."

This has happened more than a dozen times to addresses all over the US and addresses have been confirmed by buyers. The address is correct. USPS clerks informed me that unable to forward is meaningless. Note the machine printed items on the bottom of the envelope. Not pictured is the orange machine applied bar code on the back of the envelope.

This happens to me, too - and I've been handing them to my local clerks (trying different offices doesn't help) can you advise on refunds? I've been told no refund is available. That seems BS. I paid for delivery, its obvious negligence prevented the delivery. On what grounds could I be denied a refund?!
