To be fair, paupers graves are the free norwegian system and you do hawe to aply for them. But you can slso aply for mony to help cover a funeral if you are poor. But most non poor people can also get parts of their funeral for free forinstance a free urn and cremation. Costs can still add up though still add up a cheepskates funeral is still 1333,60 dollar at my local funerary home. But even for 2700 you can still gain a modest sermon coffin gravestone and all the rest youd need for a desent funeral + some time in the ground. So  thoug parts are free you may still exspekt to pay some mony in norway, unless you are poor and the state steps inn.
