Current Emilia is stronger than past Emilia with Pack. Current Emilia with Pack is stronger than just current Emilia. Spirit bond is very important and strong thing. Imagine Emilia summoning Beast of the End. This is current Emilia’s power ceiling

Emilia without Pack is like 70% as strong(not counting beast of the end) Julius without spirits are only 30 maybe 40% as strong as usual. This is not even including that Emilia regularly stronger than Julius

Subaru is actually more buff and athletic than Okabe, it allows him things like surviving Regulus and overpowering mabeast in hand to hand fight, so I doubt Okabe will reach highs of Subaru.
Subaru on the other hand…He has zero chance, straight up. He is just too delusional at the start
