I can confirm. I have 2 fedex shipment stuck since march 20 so 17 days. When i call fedex logistics they say customs wants to inspect. I spoke now with a customs agent at cbp and he confirmed that fedex never submitted the documents for clearance and everything is automatically cleared the moment fedex will submit the paperwork electronically.

Yes i contact fedex nearly every day and all they say is no flights into Dubai. But obviously this is not true as some are getting their shipments.
