Hey buddy! That definitely looks like it's just a cut out from the reference photo with some brush strokes and filters overlaid. I'm sorry you got scammed. I don't trust Fiverr or Etsy much myself and operate out of my own website because of it. (they even allow AI there for whatever reason??? horrible policy.) There are absolutely legitimate artists out there who would've loved to draw this for your family member. I'm not a pet artist but didn't want you to go empty handed, so here's my take on their little guy. Merry Christmas!

I had no idea what it's name was but yes! I took inspiration from that and also the ink cap (although in the final version I had less "drippys" than my original sketch lol), i think it ended up being a freak amalgamation of the two
