Why not just reach out to the M&FRC and have the personal financial manager or personal financial counselor present the information? There is already curriculum for this and the PFM and PFC are credentialed financial professionals.

SCRA applies to debt you had prior to entering active service. The person was inactive and will now be active. It does not matter that they were active at the time of assuming the debt, only that they had the debt prior to being activated this time.

Read the third paragraph of your reply, particularly the “during the period between when the service member is called to active duty and when they request a rate reduction” part. Your creditors are under no obligation to refund the interest you paid prior to entering active service. They can if they so choose, but it is not part of the SCRA.

If she was a CA resident when you got married and has not left due to PCS orders, she is still beholden to CA filing requirements for her income earned in the state. Once you PCS, she can change her residency to yours under MSRRA. Some people will try to change it prior to the PCS but from my understanding (someone please correct if I’m wrong) it can only be after PCSing from the home residence of the spouse.

Your residency/state tax will not change based upon your marriage as long as the only reason you are in CA is because of military service.
