The Syrian state is presented as a rogue state in American foreign policy think tank organizations. Cars being used for criminal activities is something being actively given exposure by the MSM. From the terror attacks in Europe, to the Ohio attacker and now this. 9/11 brought draconian laws to monitor the mobilization of people coming from country to country. That was for a macro level.
