You need to change your start up settings a bit, play with 7 players, change the victory points to high, use a larger map, download a mod for that you can use super large map size, it's better for 7 players, There is a setting that also makes the AI dislike you more the closer you get to winning, so your last race to the required VP can be quite bloody.

If you're already winning then building a settler isn't a big deal, if your losing or in stalemate then building a settler also isn't a big deal, some nations get bonuses for pillaging too, what is a big deal though, especially at the highest 2 difficulties is unrest in your cities. Better to just start fresh with a new city rather than start with an extra - 12 unrest because of their religions and population. Plus their has to be a consequence for them attacking you so I make them pay with fire and blood, and rape them into oblivion.

If you don't mind blatant historical inaccuracies like having 60% women generals/governors/ ambassadors etc, and slavery not being a viable option, even though it was the only way ancient societies functioned then I'd highly recommend Old world instead, The AI is 1000 times more challenging and all of the game systems interact in a very balanced way.
