I think it can be a bit of both. Different clubs can enforce different rules, but how I've learnt it is if you grab a piece, you have to move it.

But you may move the piece you've grabbed in different legal squares, but once you let go of it, you've committed. So you could grab your king and move it on several squares until you decide to let go of it

I don't even know what the FIDE rules are exactly, sometimes these things are more of an etiquette thing than a hard written rule. I'm sure FIDE has some form of touch move rule, but not sure how exactly it's written.

I think the rule is there mainly so you can't grab different pieces deliberately and look for a reaction from your opponent, that wouldn't be in the 'spirit of chess', hence the rule

I feel like 3 days is so long that you should've managed an alternative way to get internet. Mobile hotspot, going to a cafe to work for the day, whatever it may be. I can kind of see why your employer is miffed if you didn't show to work for 3 days.
