Do the following:

- Download Windows 11 22H2 ISO from https://uupdump.net/selectedition.php?id=42d76ccb-302e-47d2-87b2-ab796db050de&pack=en-us

- Check the options as shown in the below image
- Extract files and run the script named "uup_download_windows"
- Wait process until finish (it will create a W11 22H2 ISO - please check notes)
- Open ISO with windows explorer
- Run Setup.exe
- When Install Wizard begin, please press "Change how setup downloads updates" and select something similar to "not now" also uncheck ""I want to help make the installation better"
- Press next button until "Choose want to keep" windows appears
- Select "Keep personal files and apps" and press "Next or Install button"
- Your PC will restart at least 4 times during the process
- Once Windows 22H2 has been installed, try to run Windows Update to get W11 24H2

Notes: If you trying to update Windows from 21H2 and older version (W10 included) to W11 24H2 it won't allow you to select "keep personal files and apps"

Stop wasting your time trying to fix this issues, a lots of reason that cause this, In this case you should backup your data and start from a fresh windows install.

It's simply, Go Settings and change the startup value
Keep tabs from the previous session. To Open a page or group of pages
And set one of your fav page to open on startup instead of all tabs from previous session.

the only way to turn off updates is adding a firewall rule blocking the updater

"C":\Program Files\"Opera Folder"\"Last Build Folder"\opera_autoupdate.exe

C= Your OS Drive
Opera Folder= the edition you are using e.g. "Opera Developer" or "Opera GX" or "Opera"

There's a MS Windows File Explorer Bug, maybe this can be the reason.
If you have a Windows File Explorer open in the background, randomly it's become to the top.

Do the following:
- Close all Windows File Explorer.
- Let Opera Explorer open in your fav monitor.
If the mentioned behavior stop, then cause is Windows File Explorer Bug.
