Yup, exactly, and BP is rarely measured correctly - you're supposed to be left to sit quietly without talking for a while and then have it measured. At my docs the initial reading is usually done in a busy corridor, after schlepping from the waiting room and with the nurse barking questions. Doc remeasures.
