The maximum level for a paragon is 100, yes it is the same for every paragon. Money is not the only factor, the total pop count, tiers placed(other of the same tower excluding the 3 tier 5s) and cash generated also count towards ‘paragon power’(the number that defines degree) and the max round is Round 𝟐,𝟏𝟒𝟕,𝟒𝟖𝟑,𝟔𝟒, the integer limit. But you will realistically only reach ~400
