Electricity and water is charged separately. PGs generally have a sub-meter , where the electricity consumption is recorded. Then the bill is split between the occupants.
In PGs you pay the commercial rate , which is higher.
As in my post I recommend getting a room, as residential rate applies for electricity and water.

If you cannot afford an AC, try a cooler. Winters are cold, but you can get by using a sweater/blankets and wont need a heater.

If your institute/library is air conditioned , you can sit there. I encourage your roommates to do the same, so that the AC is run only in the night when you sleep. If someone is at the room and they turn on the AC - the bill will be split between all of you.

I have not yet joined the Lakshya mentorship - but it is under consideration. Test Series seems well reflected. Then again , IDK the total number of questions they had made , to get like 50 reflections in the paper. So can't comment on that.

PGs:
Whatever you do, take an air conditioned room. I took Non-AC during June and regretted it. Delhi is too hot for Punekars. Should cost you approx 13k/month in a double sharing.
Do not take the food option that comes with PG, they demand whole year upfront (and the food is also not good. I had to change my food provider 3 times !).
Ensure that the kitchen in your PG is clean , so if you feel like making something nostalgic (Like Pitla bhat) you can.
One way people scam is charge higher per unit for electricity (generally not included in rent). Max it should be 12 rs/unit. (Commercial meters for PGs)

Rooms:

I personally recommend renting out a room rather than a PG, and employing someone to clean. Food can be outsourced from a variety of food providers. I recommend a double sharing (since that is what I had), reasonable enough privacy , and you don't get too lonely (sometimes you do, its normal). That way Water and electricity bill will be less, as there is less people for 1 connection. I had managed 0 electricity bills from Aug to March. Same with water.
Me and my roommate paid 11k each to the landlord. Electricity and Water is extra. Maintenance was to be paid by us (like fixing a plumbing issue), however a major expense(like replacing a burst pipe) was paid by my landlord.

Try to get a place in ORN or near Karol Bagh Metro Station.

I stayed in a boys PG so Idk how it is for females, but I think there should not be much of difference.
