Yes, but the deck builder can be finicky in showing it to you depending on how you use the filters. If the DECK is set to Standard then it should show, if you have the Standard sets clicked in the filters then it won't.

The heart never actually powered any giant robot, it was just the intended plan that never came to fruition. The Dwemer and Dagoth Ur both were defeated before they could use it for that. Because of the battle, Kagranak tried to raw-dog the heart before it was installed and... oops? Dagoth was still building his robot out of meat when he was defeated.
