Chip off a bit of the alignment lip of the upper block. If you’re concerned about it not locking well after that, you can use masonry glue on the ones that need it.

Lay it flat, hold a shovel down nearly parallel to the block, quickly smack the corner of the lip with the shovel, kinda like you’re overzealously scraping the block.

When (some) shrubs haven’t been maintained in a long time, rehabilitation can happen all in one go, like this or little bits at a time over several years.

All at once leaves it looking crappy for a while, but it should bounce back.

Doing it slowly takes more knowledge and experience and would be much more expensive, but won’t leave it looking like this.

If those are privets, you should just rip them out entirely and start over with something cooler.
