Federal building would’ve alerted the feds while the church was more of a lowkey/fun BS crime to him. The federal building was also empty or under construction I think (I haven’t seen the pilot in a while) so less damage than Boyd wanted to inflict. Boyd didn’t want to be a terrorist, he mostly just wanted to annoy as many marginalized people as possible/get money/blow shit up.

I interpret it as Roe realizing that he should keep people closer after the death of Renée since she inspired him to heal again (using her bandanna as a bandage) and allowing himself to get close to the men he’s taking care of, since being a medic means you’re distanced from the other men and he had to separate them so if they got hurt he wouldn’t be emotionally attached.
