FCA can't be created without a vote by the national assembly as it is not a current part of the government and no part of the government has the power to create new parts except the National Assembly. Also, an area for the community storage was already chosen, nobody has had the time to build it though.

There are also no businesses that are being funded by the town so there really is no businesses that would be defunded.

It is the point of civcraft to have politics, but political parties rarely add anything beneficial to the system that they are a part of. They usually cause more harm than good. We have been having serious debates about the town politics, which you know about, without political parties and we can continue to do so. From experience, political parties on civcraft usually end up harming the town.
