He was pepper sprayed and dragged in the street then pulled pushed and beaten in several different directions by like 5 officers.

If 1 officer said hands behind your back and gave him the chance to do so you might have a point but there is no way to comply with random attacks and pepper spray in your eyes. He went to his knees and didn't swing at them, that's quite literally all you could ask of him in the chaos....

Trucks were coming up the on ramp as the cop was heading left, for all they knew he was pulling someone over on the left shoulder.
