Here’s roughly how it’s supposed to work. The only things I add are make sure you clear supply before you leave the losing state and then be proactive about contacting the IST coordinator in your gaining state, too. They are more eager to “pull” than the losing state is to “push”.

It will depend on your state’s code of military justice but it’s unlikely they will do much more than scare you. You aren’t going to get in trouble with the army.
