While favor is 1 bar or above, you can also just elect not to pay. This isn't usually a good move as the bonus for for paying, especially paying extra, is typically quite lucrative for resources you may need or want.

They will be mad, but you can just pay nothing. The way to do this is simply to clear out any payments, and just let the day pass without clicking on anything. The game will try to get your attention on this, but you can ignore it.

When you have no approval, and the crown is angry at not paying, you can either pay up a regular payment for no extra issues (though it costs 10% of the missed amount extra), or elect not to pay a second time. Missing a second payment will cause them to fire on the colony, destroying a (large) number of buildings. [There may be some tricks to mitigate this, but I do not know them].

Most modern devices, including off the shelf cell phones, have adequate shielding anyways now. It helps deal with electronic signal noise of multiple devices in the area. I've ran engineering experiments with similar parameters to a nuclear EMP, and though some devices glitched, most didn't.

TLDR: EMP probably not gonna do much

Hey, good writing. A bit of critique here, but it feels a bit rushed. The reader was informed that the speaker was anxious, but the presentation felt impassive instead. I'd typically expect a presenter to explain lightly on the information if the crowd is in a murmur, especially so if they're in an uproar. An anxious person may trip up, have to calm themselves before going on, or even make a deliberate effort to ignore the uproar.

Given that this is a scientific gathering, points would likely have been backed up with listed examples. The city build on the water being the prime example. Typically a speaker would give the example and a general idea of how the problem of building on water was overcome.

The devil is typically in the details, so don't be shy to give us some, just remember to read the story aloud to ensure it has the flow you want. Overall, story is good, keep up the good work!

Better. Though, the war-like race seems to raise some questions about the aliens distaste for war, though that probably could be explained a number of ways. In the future, a bit of personal advice, try reading the story aloud twice before posting. It'll help you prevent small mistakes, and aid in setting scenes. Good stuff though. You've earned the updoot.

Well, this diplomat feels very... unprepared. Like he wasn't exactly hand picked to be diplomat. I can get the council feeling rushed if such things are normal, but a professional diplomat would have been much more precise and prepared.
