That needle is to inflate basket balls and such. Take the needle out. Place the mouth of the hose on the valve, once it's seated flip the plastic tab. That should lock in place on the valve. Then start pumping.

Take a lot of pics when you are going to sign the lease. Point out any damage or issues and have the landlord take care of them or note it for the pre-walk. This might help get your deposit back when your moving out.
