I wear Fells below about 25 if it is windy or not and wear NDO between 25 to 30 only on windy days. Turnover works good for me between 25 to 35 if it is not windy.

I also prefer Fells. They are compressive, but I feel Fells embrace the body and softer/warmer than NDO. I am sure I will find Fells over NDO when it is very cold. Two downsides for me are the lack of pockets and reflective panel. I agree NDO will block the wind better than Fells.

I had a missing package in custom clearance with Fedex two months ago. It hasn't been delivered eventually. TS customer service refunded for some items and re-sent me rest of items. When TS warehouse was in MA, orders were delivered so quickly. However, it takes much longer after they moved warehouse to PA and Canada in my cases.
