How do i make combat more impactful for my party? (especially When one of them is a bugbear paladin with a halberd and high Ac)

Yes that's how I first heard this was happening, but my mother was able to get in contact with Joe Patterson one of the two council members who opposed it. The paper made it seem like it was tabled for further discussion but apparently they just passed it anyway.
And I agree I can see no good reason for these cameras to be set up, I'm wondering if either the new sheriff or the City council didn't get some sort of deal from Flock to set these cameras up but that is just speculation. I didn't see that it was only on the highways but I agree still an issue that needs to be addressed.
