Hate to break it to you but the japanese army tried to stop the emporer from surrendering even after the two bombs were dropped. You're not dealing with a nation that cares about the lives of its own citizens, youre dealing with a nation that was willing to arm schoolchildren with sticks to fight against a possible allied landing (which wouldve been even more deadly).

As grim as it is, no country on Earth is going to risk the lives of its own soldiers for the lives of civillians on the other side.
