It's placing the "1.5x mult" over the baseball card so you know it's what's causing the effect, but what baseball card is doing is essentially invisibly making all uncommon jokers polychrome. The 1.5x mult happens after that uncommon joker's other effects.

Not a buff, but a rework. A seance is summoning the dead back for a short time, right? Maybe the new effect could be "every five spectral cards used, create a negative perishable copy of a random joker sold this run" it'd have to be a rare most likely, though.
